The Willamette River mainstem from the confluence with the Columbia River (RM 0) upstream to Willamette Falls in Oregon City (RM26), its floodplain and adjacent uplands.

This area is comprised of the 1,500-acre Sandy River Delta at the confluence of the Sandy and Columbia Rivers, plus the Lower Sandy River and its tributaries, including Beaver Creek and the lower reaches of the Bull Run River. This are contains the mouth of the Rogue River and is important habitat for Salmonids accessing the rest of the system. It has mature upland forests with a productive hardwood understory that supports a diverse assemblage of wildlife species.
